Earthquake and Fukushima Daiichi Update

The Asahi Shimbun is reporting that "no reports were received about irregularities at nuclear power-related facitities Ibaraki prefecture:
UPDATE: Strong quake in Kanto region stops Shinkansen. May 17, 2016, THE ASAHI SHIMBUN, http://www.asahi.com/ajw/articles/AJ201605170023.html

Officials of the Ibaraki prefectural government said no reports were received about irregularities at nuclear power-related facilities in their prefecture, including the Tokai No. 2 nuclear plant managed by Japan Atomic Power Co., which is currently not operating.
No assurances were made about Fukushima, which is just north of Ibaraki.

Yet Fukushima does not look very stable today. The steam and emissions appear very high today, the highest I've seen in months.

It was raining yesterday and there is evidence of puddles at the Futaba intersection but it did not appear to be raining when these screenshots were taken this morning:

Is there simply unusual fog?

Did the ice wall fail?

What is going on here?
