Some past figures may give us guidance:

Matthew Penney Jul. 01, 2011. Japanese Cancer Expert on the Fukushima Situation http://japanfocus.org/events/view/100:

[excerpted] "Former Minister for Internal Affairs Haraguchi Kazuhiro has alleged that radiation monitoring station data was actually three decimal places greater than the numbers released to the public. If this is true, it constitutes a “national crime”, in Nishio’s words...."

Akiko Okazaki. Scientists: Far more cesium released than previously believed. Asahi (2012, February 29), http://ajw.asahi.com/article/0311disaster/fukushima/AJ201202290025

"Japan’s Meteorological Research Institute reported in February of 2012 that scientists there suspected that 40,000 trillion becquerels were released from unit 1 alone in March of 2011...."
